The Helldivers 2 Democratic Sniper Major Order failed. It ended at 10:55 UTC on Thursday, October 29, 2026, short of its halved targets of 150 million Terminid kills and 32.5 million Illuminate kills, so the 45 Medal reward was not paid. The 50 million Automaton kills had been done on October 27. As of 01:15 UTC on October 30, no new Major Order was active.

Democratic Sniper Major Order result: failed
At 10:55 UTC on October 29, a “MAJOR ORDER FAILED” dispatch said the footage for the film “was heartlessly stolen by our enemies” and that the studio would “construct the footage digitally” instead. It adds that the ballooning budget means the proceeds “can no longer support the construction of the Malevelon Creek Memorial & Interrogation Center for Human Rights”. We read it through helldivers2.dev, a community-run mirror of the game’s dispatch feed.
That fits the countdown in Arrowhead’s live game server, which we read three times and which pointed to about 10:54 UTC. The game server no longer shows the order, so we could not read the final kill counts. The last figures we recorded are in the table below.
Between 11:14 and 11:44 UTC, three more dispatches said the free HMG Emplacement, Orbital Railcannon Strike and Anti-Materiel Rifle offers had ended, and at 14:42 UTC Scavenger numbers on the Terminid front were reported back to normal.
The three Democratic Sniper tasks and their weapons
The briefing in the game data reads: “Kill the designated enemies to provide footage for the upcoming inspirational education film ‘Democratic Sniper.'” The kill targets come from that same server data. Which stratagem each task counts comes from the community-run Helldivers Wiki Major Orders page, not from an Arrowhead post.

For comparison, at 14:01 UTC on October 27 the Terminid count stood at 58,009,988 and the Illuminate count at 17,137,318. The game data lists one reward, 45 Medals, for the whole order. It does not say whether finishing only some of the tasks pays anything, so that is not confirmed. The order failed, so no Medals were paid for any of the tasks.
Why the Democratic Sniper targets were cut in half
On October 28 at 10:38 UTC, an in-game dispatch announced a “Strategic Opportunity”: a Terminid outbreak on Nivel 43, and liberating it would “reduce remaining major order requirement by 50%”. At 18:56 UTC the follow-up dispatch said Helldivers had contained the outbreak and that “the remaining major order requirements are reduced by 50%”. We read both dispatches through helldivers2.dev, a community-run service that mirrors the game’s dispatch feed.
The dispatch says “remaining”, but the game server showed the full targets halved (150 million and 32.5 million), with the kills already made still counted. The Automaton target stayed at 50 million because that task was already complete. The same dispatch also says reports of new Terminid mutations were investigated and found to be “merely superficial changes”.
Free stratagems during the Major Order (now ended)
While the order ran, you did not need to own all three stratagems. The same community wiki page records three Arsenal Augmentation messages that made them free on their fronts for 120 hours each:
- Terminid front: the HMG Emplacement was made freely available on every deployment.
- Illuminate front: the Anti-Materiel Rifle was made freely available.
- Automaton front: the Orbital Railcannon Strike was made freely available, and a separate 72-hour message lowered its cooldown by 120 seconds.
Two more 48-hour boosts followed in the dispatch feed. On October 26 at 19:45 UTC the Gas Mines stratagem was made free on the Terminid front; a dispatch at 19:48 UTC on October 28 says that offer has ended. On October 27 at 08:22 UTC the Shield Generator Relay was made free on the Illuminate front for the next 48 hours. A “Scavenger Rampage” dispatch on October 27 also warned of much higher Scavenger numbers on the Terminid front.
All three main free-stratagem offers ended in the hour after the order failed, per the dispatches at 11:14, 11:30 and 11:44 UTC on October 29. The HMG Emplacement, Anti-Materiel Rifle and Orbital Railcannon Strike are back to normal: you need them unlocked to bring them.
What 45 Medals buy, and the Medal cap
Medals are the currency for Warbond pages. Our guide to farming Medals lists every source: a successful Major Order has paid between 35 and 100, a daily Personal Order pays 15, and a full operation pays from 1 Medal at difficulty 1 up to 36 at difficulty 10. You can hold 250 Medals at most, and anything over that is lost. This order paid nothing, so the next Major Order is the next big Medal source.

Democratic Sniper is Phase 2 of a longer operation. The wiki records Phase 1, “Operation Memorial Eternal”, as a Liberty Day order to liberate Fury, Esker and Zea Rugosia, and lists it as a failure. Proceeds from the film in the new briefing go to the same Malevelon Creek memorial. Our Liberty Day guide covers the free Liberator from the same week. Both phases have now failed. The film’s proceeds can no longer support the memorial’s construction, according to the failure dispatch. A Phase 3 has not been announced.

A Helldivers 2 Major Order to kill Terminids, Illuminate and Automatons for a propaganda film. The targets started at 300 million, 65 million and 50 million; after Nivel 43 was liberated on October 28 the first two were halved to 150 million and 32.5 million.
